Why do you split this poll for the factions ? Balanced teams are mandatory for ranked matches. Otherwise you ideally want balanced teams but you also want a reasonable time frame for a scenario to pop. Afaik the algorithm already tries that and lowers the restrictions over time. They also have a lower chance to dismount.

They don't delete characters anymore for quite some time afaik - they just flag them.
So there is a good chance. Contact a GM on the official disord.

I imagine it being impossible in Tier 1 so the only chance was to level out of it.
I have easily completed it on several characters in T2.
This event will return but I don't know if they will use the same cloak.

I have 13 40s currently and 7 more on the way and they are all fun in their own way.
There is no progress for my main anymore so I gear up and level some of them currently.

I am of not much help.

No they didn't stack. There were always exceptions tho - like Flak Jacket.
