Return of Reckoning

New player here, so I don't understand everything clearly, but would it be possible to do separate T2 T3 Scenarios tiers and then leave oRvR merged T2-T4? That would give players the chance to practice in T2 and T3 Scenarios against players with equivalent skill sets and gear, but keep oRvR popping ...
