No. Pve has never been very entertaining in this game. You might seen 2-3 people occasionally doing a public quest to level, but not much else. It depends on what you’re playing. Sc? Orvr? Overall, Tinkerer isn’t a damage spec so you can get rid of tracer rounds. This isn't a 1v1 game.
No balance change should be made in favor or against that.

Fixing their mechanic is far more important than anything else.

The only time I enjoyed healing with them was when the "juggling" mechanic was in play.

Not sure about the SOR changes. Not displaying numbers, at least during NA times, makes it really hard to gauge the likelihood that you'll run into friendly or enemy players. What does each label translate to? Scouts 6? --no action, especially when you factor afks Parties 12? ---might have action, ...

Magus: dismount—>summon pet—> target’s dead +0 renown.
Or, dismount—> indigo fire of change/surging violet fire—> target’s dead +20 renown.
Same with engineer.

Rotation doesn’t matter 90% of the time. It’s all about numbers.
And 1v1s are very Rock Paper Scissors.
