This ain't up for debate, low levels should NOT skip progression Low levels do progress. If you play RVR you will still get all gear from lower tiers as you level up. This RvR changes make no sense to me for several reasons: 1.) Low level chars can no longer acquire end game items as they level up. I dint know about this champions trolls. They seem good all around, becouse of scavenging and items that can be salvaged.

Best I got so far is soloing level 39 PQ (2-3 players).

I am sure that there is better place, I just cant find it.
