Single target rotation which I use for PvE only : Fireball (from max range), Ignite, Boiling blood, Withering Heat = normal mobs are dead. You can add Slow Boil befor WH too. For single target PvP I skip any casting spells and use only instas: Ignite, Boiling Blood, Slow Boil, Playing With Fire, Wit...

Being outnumbered by destro is actually a good thing. It means more targets to BURN!

Is it from PQs chapter 22 only?

I am playing this BW DoT tree, like I did in old WAR. In my opinion, it`s stil viable, but mostly for leveling, solo or casual play, 1 vs 1, and scenarios. When you have both: Healer friend and guard from a tank, PBAOE spec should be the best for RvR.
