For warband play you need a shield to survive and be able to guard someone. The tankiest 2h spec can not reliably guard a dps and survive vs 24+ skilled/geared players regardless of gear as you eat 60% of spells without 30+% block and hold the line. If you want a city siege set go for the sov offensive set, don't bother with the Warlord set.

Tanks in this game are support classes, and as such you wont ever deal lethal damage to anyone by yourself if they are in a proper group, 1v1 and killing pugs without healers sure but that's not really what this game is about.
