The cape reward will be added to a vendor on Order side soon, so people who missed out on it because the quest was bugged can get it. No plans to add a token vendor in case anyone wonders.

So i talked to GM Ade. He said he has no power to give me the item/token and I have to wait for some database fix. Not all GMs can give people items, and since we're talking about hundreds of affected people who'd need to be given items, having the few GMs who can hand them out is just not a viable...
