Rvr Influence Tracks

Rvr Influence tracks for all tiers could use some fixes.
Right now you tend to get t1 done without too much trouble but it can take a while. It sets you up to enter t2+ with decent gear.
T2 inf is pretty much dead
T3-4 you can argue the same but to a lesser extent.

I think the influence rewards can serve as nice gap bridging gear, with some parts making the gameplay smoother (small passive ap regen, % stats and the like).
The main issue why the system is so broken is because of the rvr bracket changes.
Ultimately giving more players access to these pieces should not impact max level play and will simply help smooth the gearing process on your way to 40. So I don't see negatives to weaving it back into the leveling process.

Some solutions:
Slash the inf needed to max things out. Or buff the inf gained for orvr stuff. Both give the same result, and while not elegant, it's probably the easiest to implement.

Readjust the levels for t2-4 so that you might have a chance at getting the item before totally overlevelling it. Would need to tweak the items, and likely still need to adjust influence needed for it.

Put the items on emblem/medallion vendors so you still have to grind for them but are accessible. This would mean some rebalancing of the cost of gear for the sets between 16-39 to make up for the extra items imo.

And finally the harder but more elegant solution (imo), would be to group all 4 tiers together into a continuous chain
Instead of:
T1: reward 1> reward 2> reward 3
T2: reward 1> reward 2> reward 3

you would have T1 reward 1> reward 2> reward 3 > T2 reward 1> reward 2> reward 3 > T reward 1> reward 2> reward 3 > T reward 1> reward 2> reward 3
Meaning that when you would, with the current system get capped at full T1 (so you stop getting influence = less incentive to rvr in t1 because of how the maps are), you would instead start banking up your t2 influence.
That would also mean that going to rvr past 16 in t3-t4 zones, you would first fill your t2 influence.
This is my preferred solution as you get that smooth transition between each tier, and you still get access T2 gear (hardest to complete on time) and T3 (a bit easier but still troublesome) and T4.
