Not able to complete Event main quest

Hello just wanted to know if Anyone was able to complete the event chain quest Stricture of Morr because with my 2 characters i stuck in the same step in High Pass there are 3 reuirements to complete it,i can complete 2 of them but cant see on the map /complete the "Act in the name of Von Klaus"
And since i read that u have to complete this quest to get a repeteable quest for the coins was wondering if is Bugged or i just can find the place to complete it.
I asked at the peopole that I met in high pass and they had the same problem.

3rd is in the highpass cemetery sc use the quest item in the middle of the sc
