Launcher not connecting to Web server

About a week ago my RoR Launcher stopped connecting to web-server. Several times it did connect after several restarts, but now it seems to have stopped working. There is no error message: just yellow state of web-server.
Tried:
1. Turn VPN off and on
2. Reset network settings.
3. Reset DNS settings back to default ones.
4. Turn off and on usage of Proxy server in windows settings.
4. Restart router.
5. Restart PC.
6. Laucnhing launcher under administrator

I suspect that this might be caused by internet service provider, since I live in Russia and, but decided to ask here for advice in case I am wrong.

UPD: It randomly decided to connect to web server after 3 days of failed attempts, no actions taken from my side - just after keeping Launcher open it connected after 1-2 hours.

There is a trouble loading configuration file.
Try to switch to a mobile internet, wait until Connect button appears, then switch to your home network.
Sometimes it helps.
