Honestly I can't remember if the mouse was bound in the past at all, but it not being bound feels... normal? Idk my memory is trash, but not like you need to flick your mouse to the edges of the screen constantly or really even move the mouse that much, so accidental offscreen swipes don't seem likely.
But if it is "new" thing and my memory is wrong, I have no idea why it that would be, as disabling fullscreen optimizations and going fullscreen doesn't change the behaviour, so not win 10 vs older OS issue at least it seems.
