Character Name suddenly gone, and settings not staying fixed

I went to log onto one of my alts and in doing so was told her name was taken. It has been maybe 4 months since I logged onto her. Is this normal? How can this be rectified? In addition, all her UI settings are amok. When I import the settings from another character, they don't stay. Things revert to everything being erased. Are these two bugs?
