Recieving this error while downloading:

Trying to install ROR on my computer but keep getting this error
This might be some useful information, but i tried to directly download ROR, but it was way to slow wasted 3 hours and it was only around 25%. I canceled it, and did the torrent version and it downloaded much faster.
I downloaded The directX download, and go to the client and i am recieving this error:
