Download Issues - Interrupted: Not authorized

I've tried to direct download the files multiple times but every time, after a few minutes, it will stop and say "Interrupted: Not authorized". This is the only time I have ever seen it do this and I've checked the installation guide and it doesn't seem like it says anything that would help unless I just so happened to glance over it. The only anti-virus I have is Windows Defender and I'm not sure if I have to somehow do something with that. I'm using OperaGX but I also tried to use Microsoft Edge and neither worked, so I know it isn't my browser, or at least I don't think so. Any help is appreciated.
