Description of the problem and really good solutions are in the previous thread. All I can is repeat it:
My ISP gives to me dinamic IPs and I have no idea who else using this IP before: maybe true spammer, maybe just part of botnet.
I still have an ability to unban my IP manually, but they can restrict it because this IP will constantly banned by this services.
So what I gonna do after that? this will mean ban at forum? But for what reason? because someone at my ISP are spammer?
So, maybe, you'll add simplest captcha in registration form?
There is a lot of free solutions: http://www.captcha.net/ or https://www.google.com/recaptcha/intro/index.html
And force users to captcha every post untill they'll got 20 posts counter
Also, I can add:what about white list?

July 2014 - I wasn't an user of that ISP there. So, definitely problem is not in my computer or router or in me.
And some words from the Spamhaus FAQ:

A listing in the XBL does not mean this. It means that at one time the IP address may have had a virus or open proxy.
The XBL contains mostly dynamic IP addresses, meaning the user you would be blocking is probably not going to be the user with the exploited computer. Please do not block innocent users.
If you still feel you must use the XBL in this way, do not refer users back to Spamhaus. You must deal with blocked users yourself. Either by giving them a point of contact, or perhaps by instituting a CAPTCHA + cookie system to screen out spam-bots.
