It does make sense (according to the itemization rules at least).

The passive for Bloodlord weapons is worth the same as a Tier A proc (i.e. 40 stat points).

For a Purple ilvl 60 weapon, Bloodlord is supposed to have 100 stat total for 1h and 201 stat total for 2h.
Since both 1h and 2h weapon variants have the same passive that costs 40 stats, we are left with 60 stats for 1h weapons and 161 stats for 2h weapons.

Effectively this means that if there were 1h Bloodlord weapons without the procs, then
a 2h Bl weapon would have equal stats to a 1h Bloodlord weapon (with proc) + one 1h Bloodlord weapon (without proc)

yes that would be realy nice after a patch like this.

f.e. the 2h fortress weapon proc for tanks is pretty useless now (25% HD proc)
first, you will have a dps in your party with a 50% HD anyaways. second, its just not the job of a tank to spam low heal debuffs on chance. the speed proc was the gap closer for guard range. generaly you are pretty clunky as a tank, besides of the juggernaut with 1min cd you have nothing, so the speed proc was always very welcome. Now the weapon proc feels very useless, like unexisting. The weapon lost its value completley imo.

But still, its BIS dps wise. I think devs should rise the item lvl of anathema weapons to the same lvl of fortress weapons, to create an alternative option with same DPS stats at least. I would like to swap to anathema, because the fortress proc is useless now. but still anathema is worse dps wise, so i dont have any alternative and can only accept the nerfed weapon with a loss of 2% crit chance and a very usefull proc.

Forget about Fort & SC weapons for 2H tank. The good weapon is in PVE.

The lockout system has an inconvenience, it's possible to be locked out of both sides at the same time.

I'll describe how I incurred into the issue:
1. This morning I played on destro.
2. Before having a break, I swapped order side to create a new character: I logged in, my new order character had the debuff on.
3. I war reported and stepped into the T1.
4. For some reason, as soon as I entered the RvR lake of Norsca/Nordland I got some renown points, leveled to rr2, and consequentially I got locked out of destro too (I relogged on destro to check It and I have the debuff on my destro characters too).

Another inconvenience is obviously the twinking issue: with this system it's possible to twink out characters and keep them in T1 permanently by doing what I described above.

simple solution there would be make it only a lvl 16+ buff

Why delete the speed proccs on fortress weapons? could you not have added one weapon with inc HD and one with the speed procc?

Inc HD is useless on half the classes the can use the weapon.

Yes. Imo playing t1 should simply always be possible without lockouts. You should always be able to create and level new chars at any given time.

Changes to all weapons and the reduction of stats seem very appropriate. After all the adjustments to Weapon Skill and Initiative, it seems like the right choice. Gear on WE had very high Initiative. I'm fully in favor of reducing TTK, and the speed proc on tanks was incorrect in my opinion as well.

Finaly WE has same speed weapons as WHs.

What you are describing is a bug and should be reported as such. The way that its supposed to work is that the T1 character would not have gotten any renown this not causing a lockout on destro side
