Shield Pots

Are shield potions currently disabled or working as intended?
I crafted some low-level shield bubble potions for my IB, but they would not activate via hotkeys or clicking directly.
Is there something I'm doing wrong or an add-on that's causing the problem?

Shield potions don't work yet and that's intended.
