How do you get unique weapon skins for Chaos?

Hello,

So some year ago I remember getting this staff from some sort of a quest, it is called Atrocity. Nothing is coming up when I google it but i was able to find the staff in the armory:

However trying to open the quest popup in the armory to see what quest this is tied to just shows an error in the armory and does not provide any info. Can anyone help me recall what quest was giving away this staff? I seem to recall there were multiple options to pick upon completion, multiple cool staves.

I'm specifically looking as to how Chaos goes about activating this quest chain. I finished it on my Magus some years back apparently but I wanna do the same for my Zealot/Mara, since I am sure they have some cool looking weapons on offer from this quest as well.
