Was wondering if anyone knows how stacking Smoldering Arrows + Keen Arrowheads works, and if it's worth considering running these tactics?

I highly doubt it. The raw damage gained from Smoldering is quite poor next to most other Tactic options. Keen is technically a decent dps increase because you spend less globals dotting and more doing damage but there are few realistic scenarios where that's actually true, maybe in a fort defense.

Smoldering Arrows increases the DoT dmg by 82% (+303, or 101 per tick), this makes the otherwise secondary effect of Flame Arrow almost into a full powered AoE DoT.

Keen Arrows gives you 2 more ticks for 60% more Flame Arrow damage.

Using both would give you 5x(101+123) = 1120 or 203% increase.

And at this point, you need 3rd slot for Enchanted Arrows (for another +40% dmg), that build looks like this:

Shadowflame Warrior

Picking up either Barrage + Split Arrows for more AoE or FtW + No Quarter for more ST.

And now you've turned a bad AoE DoT into a mediocre one (while gimping everything except Flame Arrow), congratulations, enjoy!
