Purple Zone Lock Subjugator Cloak

Can anyone link a ss of the cloak? Rumor has it that it cleanses three (one of each) hex, curse, ailment and does not have to be equipped. What is the real deal?

It's a pretty good back piece that removes one hex/curse/ailment every 30 minutes. Like other clicky-use items, it doesn't need to be equipped.
