RP damage type debuff?

I don't play a RP. I only know the class from a distance, but it always seemed its DPS play option was less than. Seeing the healers got large changes, I was looking over the changes to the RP. Do DPS focused RPs have any way to debuff their damage type? I didn't see any. If that's correct it seems odd to me. I wanted to check if I am correct, and if any DPS RPs see this as a problem.

Runepriest actually has two elemental debuffs with Rune of Fulmination and Rune of Cleaving when using Concussive Runes.

Rune of Fulmination 2.5 cast time and debuff only for 5 seconds? No thanks !

This is build for dps RP and question is how to take Concussive Runes tactic to not lose stun ability? RoR.builders - Runepriest

Rune of Binding CC ability is more important than tactic Concussive Runes....

So, If possible please move this Concussive Runes tactic into the Path of Grungni or Path of Valaya.

Do they still stack? A lot the stacking exceptions have been removed since ability change.

If so, something like RoR.builders - Runepriest would have pretty strong burst potential.

No, you get to choose.

So:
  • Rune of Fulmination: 13 pt skill with real debuff cast time of 4s - 1.5s of GCD (reqires Rune of Immolation first) + 2.5s cast time only to apply debuff for 5 seconds (so effectively 3.5 s due to the next GCD), not enough to support a full duration of Rune of Burning. Maybe making it castable on the move would make it useful, although the 2.5 s base cast would still seem excessive imho. In WB environment targets would be dead before the debuff is applied (or RoI cleansed = no debuff)
  • Concussive Runes: requires sacrificing dmg from left or middle tree, grants an AOE debuff at 40ft distance, so by itself is not bad but if taking into account that RP has no burst potential and requires kiting, it's hard to utilize that tactic outside of WB AOE build without getting killed
Suggestion: make Blazing Runes to affect Rune of Immolation instead of Rune of Fire, and apply the dmg increase for whole duration of RoI. ST elemental debuff wouldn't be required.

Nope, choose

Nothing to choose Rune of Fulmination is not a worth ability to spend mastery points on because long cast time and very short duration of resistance debuff and cooldown 15 seconds, besides Rune of Immolation which is required to obtain the effect can be easily cleansed.

Better to make such build if you want elemental debuff and play with thougness buff instead of Rune of Fulmination
