The issue with this, is that if mara pull is interrupted it counts as canceling ability, not activating its CD. So mara can start a second pull ASAP. Unlike disrupting when the ability goes on CD.
Yes, but if the pull get disrupted the skill does go on CD. It would be more correct to make a parallel with a casted skill like Festering Arrow. If an SW get taunted while casting FA, does FA go on CD?

P.S. It is an honest question, I don't know the answer

Nope nothing that has cast time goes on cooldown if interrupted. Not res, Not Fa and not Mara pull.

Yes, taunt it etc and mara pulls you again the second after which is lame. It has been suggested multiple times in the past that interrupt should trigger the CD, however given that the spell has 30 second CD that is a bit harsh with all the interrupts in the game.

Maybe a solution to make it a little less annoying is to add a short CD whenever it gets interrupted, 3-4 seconds. Gives the victim a chance to react and try to LoS or whatever.

The only truly reliable way to counter Mara pull is the concealment M1. Pretty much all other methods are more luck than anything else.
A lot of the terrain is not reliable for stopping pulls either, rocks, trees etc often won't stop it.

Based on the replies SW M1 Concealment is a counter. For AM, would their Law of Gild (their anti magic silence ability) also disrupt the evil pull for 5 seconds?

P.S. I think M2 Focused Mind or something for AM should ignore every CC in the game but I am not so sure about it. Gotta test it out or wait for more experience AM to answer.
M2 focused mind does not prevent you from pulling. Healers chance to prevent getting pulled from mara is only high disrubt rate or hide behind solid object.
