You do realize HP means nothing if your defences are low. The real issue is that conq- people should not be in the same Rvr / sc tier than BiS players, but they will tell you that "the server doesn't have the population for a lower tier" (which is a false statement).

Imho r40 gear should be completly rebalanced, e.g. conq should have similar stat and armor values to endgame gear. Endgame gear just should offer more "interesting" procs and extra abilities (like Sov does).

Thats why I wrote "r40 gear should be completly rebalanced". You still would need mix of ranked and sov rings for BiS mix stat wise. Also, having more gear sets close stat wise, could help with getting more interesting builds.
