Stacking buff/ debuffs

I was told that the general rules for stacking are:
  1. No "same" (de)buffs stack
  2. Tactics stack with buffs
  3. Morals stack with everything else
But there are some things that seem to be exempt from these rules.
TL;DR: Is there any list or any other general rule I'm missing?

So far I've found the following:

Violating Rule 1:
Generally weak buffs that would not be used otherwise. Rule 2 is stranger.
Some tactics just stack, as you would expect. Any passive stat/ armor/ resistance tactics for example.
But it gets tricky when it comes to abilities. Nearly all tactics that change abilities, change the buff or add a buff. For example Knights Encuraged Aim changes the aura. And Dirty Tricks adds a new buff. Since these are now buffs and fall into Rule 1, they don't seem to stack with other buffs. And there a no reported exceptions so far.
Violating Rule 3:
I have not found any moral abilities that seemed strange, but absorb. But absorb is generally strange.
Since I could not check every combination of buffs/ debuffs, I'm curious if somebody already did. At least for some.

Yeah its a inconsistant mess that makes especiallt some tactics way more valueble then others.

This doesn't work , not sure if its intended to not work(would actually be nice to find out from someone that knows as its a tactic debuff) but if you check under .getstats only the Weapon skill portion stack's and not the initiative portion. The UI shows that its stacking but double checking .getstats of the afflicted person reveal's that it isn't.

I was told that initiative would stack, but maybe they did not check .getstats...
But the weapon skill part does stack with other abilties?

And yeah, some clarification would be nice.

Correct! The initiative buff does stack in fact, but the debuff does not stack on the enemy according to .getstats with other abilities/proc's ( basically 3/4ths of the tactic do infact stack with everything else , ws/ini buff +ws debuff and 1/4th doesn't which is ini debuff)

Are you saying the Heaven's Blade enchantment (resist debuff) stacks with, say, a knight resist aura, or are you saying it stacks with the Wrath of Hoeth spirit debuff? My understanding is that it does not stack with knight.

Wrath of Hoeth and Knight resist aura are techncially the same (Ability) type meaning it can stack with either one ( but not with both)

The blade enchantment stack with everything.
Including Knight aura and SW Wrath of Hoeth.
Tested it in cw with those. (the other 2 don't stack with each other, just the enchantment)
The resistance debuff from the enchantment stacked on the mythic server and it intendedly stacks on RoR according to devs. -Luth

By the way, with such a system i see no point in pots with plus stats. They are practically useless, because stacks with nothing. Good example are IB's, they run str/armor/toughness tho having all those buffs, so for me seems absolutly pointless.

Not every group has an IB, and you can offset one (or two) missing buff(s) with a potion. Maybe not the best solution, but that's a totally different discussion.

I'm just curious why there are some inconsistencies, and if there is a general rule I'm missing. Or at least a list to look it up...
