Setting Guild Tax %

Is there a reason I cannot set our Guild Tax %? I am the Guild Leader and the Guild is Level 3. When I attempt to set the guild tax it doesn't save. Thank you.

guild tax you can set if your guild rang is higher, look at the rewards please
