No Empire v Chaos Scenario in the current rotation?

Is there a reason there isn't a single Empire v Chaos Scenario in the rotation? These are required for the Keeper set so it's basically just trolling noobs.

There are currently 3 parts of the Stronghold Saga event that are still active. Each part has its own SCs and thus we had to sacrifice other SCs temporarily. All scenario rotations will be adjusted again in a month or so.
