Death on the Steppes - Questgiver for certain step

I am looking for the questgiver for the "Death on the Steppes" questline right at the point where you get teleported to a cave in Highpass and need to kill about 8 named mobs in there. The teleport happens after you have done the goblin quests in the southern area of praag.

he's at 61k,25k in West Praag. If you fail you can abandon the quest to get reteleported.
