[Witch Elf] Sharpened Edge

Currently: Anytime an attack you make is blocked or parried, you will automatically do 150 damage to your target.
Cannot occur more than once every 2 seconds.
In its current state, this tactic is utterly useless and no one would even look twice at it.

Solution:

1 - Reduce ICD to 1 sec.. should hit as hard as riposte ( atm hits for nothing)

2 - ICD to 0.5 - adjust damage accordingly.


Looks very easy to fix SE tactic.. it just need tweks here and there.
