Make war crest tradable between 80rr+chars

Im pretty tired of situations when i have any role but im stuck in grindefst on one of toons and cant find/fill party. This change will allow more healtier scenarios/parties because people can switch to heals/tanks/dps when its needed and enjoy healthy que instead of 6 WH agains 2/2/2, or making unbalanced party fot rvr without losing crests on fully geared toon. Also would be great if u make same change for sentinell souls/medals so people who have many characters could operate them more efectivelly. I really dont mind to play on toon that i create, but situations when que just have zero heals/tanks is way too often. And again create solo version of event scenarios, cos in curent state every event just suck life from people who cant find party, we have enough online for that.
