issue:
the skill wanted to give the choppa a way to make his damage more substain with out loose burst but it's not really worth the spec since the CD is 20 sec,.
Moreover cant be used while no action points because it require 25 ap+(regain 100 instead for positive value of +75ap); 75 ap gain over 250 are almost 1/4 of ap and is not so much if you consider that 1 skill may cost 30-35 ap+ ap drain exist in game.
The skill doing the same damages of only reckless blow so is the base damage for a finisher and so all these trade off for such a poor counter part of rampage could be fixed a bit. IF we look at the update time of the effect comparing it to rampage then rampage eff will have an update time of 66% with the only downside being rage drop which can be bypass by rage tactic while choppa benefith finish with just other 2-3 skills.

why:
the skill need to be made more viable considering how much long is the spam time: 1 skill take 1GCD, the skill cd is 20 sec so equivalent to 40 GCD; to have a benfical effect in the same rampage proportion (becuase it have the same spot of rampage so i will use it as exemple) it should be active 66% of the time due last a 66% of the ap spam over 250 max ap or 66% of the CD. (rampage used in berserk last 20 sec over 30 of CD). the skill is instead active for 3 GCD at max over 40 GCD required for the skill to be usable again.
The skill also offer a damage component so it have a certain GCD economy that should be taken into account and also ap regen BUT require to hit for get all benefith. Rampage to the other side for 5 ap more, it's also a easier rage drop , which do not break stagger/root and cost less than the aoe finisher.

solution:
multiple adjustamnts could be done on the skill

-CD drop (exemple of from 20 to 15/10 sec)
-remove ap cost(exemple from 25 ap to 0)
-increase ap regen (exemple from 100 to 125 or more)
-change the skill onto a self buff like rampage, CD 30 sec, cost 30 ap, drop rage, based on furious or berserk it will reduced or ingore ap cost from skills and it will last according to that .

disclaimer:
The last solution would be preferable since slayer benefith the most from rampage in his aoe spec, choppa have also a build which require 3 tactic to spam aoe finisher relentlessly but it's a very ap hungry build (aoe finisher cost 55 ap). Basically the slayer aoe spam is very soft on ap consume/tactic slot and the choppa one instead it's tactic and ap hungry ( 3 tactic are staple for that build and are all not damage increase tactic); buff the ap regen of choppa would make it more relevant not also in st build but also in aoe builds. The ap efficency can be scale based on choppa damages, if it's too much then it can be nerf to force choppa to slot 1 ap tactic more, if it's good it allow diversity in spec based on mastery path because if you do not take ap tactic you can have this or viceversa if you do not spec for this you can have ap tactic and up other 2 mastery. Moreover it also cross mirror something from slayer but in different direction; give choppa a niche role be a burst oriented that can also bring more substain damages actually try to balance the classes similary but in different way.
