Redeemer’s Skullcap

I found a reference to an item called Redeemer’s Skullcap on the killboard (item ID 533), but the page doesn’t load properly and I can’t find any info about it on the wiki or forums.

Does anyone know if this item is currently obtainable in-game?

lvl19 purple helm with proc makes me think it is one of the t2 epic quests. I'm not sure which though. They're normally not worth the time to complete.
