There is a scorpion champion on destro side caledor at 45,000 4600. You do not have to go to the order side

about torment one of the last jewel set. My slayer lvl 35 can't speak to the quest giver, does someone know if it's only a matter of level, if it's normal or not etc.. It has been working with my sword master lvl 40 r63

travel to Altdorf and enter the Library and speak to the quest giver Irkul Grudgebearer for the quest, "Remembering the Fallen"

edit it has been working at lvl 36

Update:

Fated Veil is NOT 48, 55k - IT IS roughly 47K, 55K.
It is a blackish cauldron, between a Bloodmaw Trapper and 3 Bloodmaw ogres.

The Rhineox Bonepile is ESE of that, IN the lava, behind two Bloodmaw ogres.
