Healing Calculations

I was kind of testing out healing today after finishing up my AM
I noticed something to struck me as odd

A standard non crit heal is always the exact same amount of health, while heal crits do not?

For simplicity, Boon of Hysh heals for 1500 health non crit.

When it crits the heal range goes from like 2000-2200

I thought that a critical heal was a % based increase in healing, so if the base heal number is fixed how can the % increase change so drastically?
