LogIn Error - New account/player

Hello. I have been trying to log in to the game and I am facing a problem for hours. I have tried every single solution suggested by admins and players in the forum and nothing seems to work. I downloaded the game, the needed directX, then the launcher. Placed the launcher in the right folder. When running as an admin (Read only unchecked), I get the following error:

I have tried to make a new account, but the problem persists. Thus, it is not a registration problem.

I have windows 10 but my in-game friends assured me that it works ok since the run the same windows version.

Additionally, I have tried to clean the registry with CCleaner. No luck.

I also deactivated my antivirus software. No luck as well.

I gave permission to the launcher in my firewall settings. Nothing. I deactivated the firewall completely. Nothing...

Please, advise.
