KOTBS Is it Possible to get this Armor in game?

I'm very envious with the gear and weapons they issue to state troop (Griffon war) NPC's. Is it possible to get this armor, helmet, and shoulderpads for KOTBS? I saw someone wearing the chestpiece I think but don't know where to get it.

or is there any helmet in game that can come close to the thing this guy is wearing?

Ok ty ty... I hope we could get a rifle too maybe to replace the throwing blade, or the witch hunter pistol (as a cosmetic) but I think it might be too hard to place in.

I don't see how that would work with WH being a duel wield class
