I've run it in windowed, fullscreen windowed, and fullscreen with no effect. Also with different graphics setups.

Success! A standard user plays the game normally. How can I fix it on the Admin account?

make that new acct admin?
you can try running ccleaner on the admin account. make sure you know all your account names passwords before you do wipe things though

Issue has been SOLVED. Thank you to all that helped towards it. SOLUTION, create a new local account.

windows will force the update, so issue could re-appear.
are you still torrent the warhammer folder & files?

I'm glad the OP got it fixed. Corrupted profile shouldn't be an issue after a full format but in the end the issue is resolved.

As far as windows update your incorrect. You can disable the windows update feature on any computer or server.

http://www.thewindowsclub.com/turn-off- ... windows-10 half way down the page. What they don't mention is you also need to disable the Service Status otherwise it will restart the update service. Microsoft will eventually move an update like 1803 to be a critical update. At that point it's fairly safe to install it as they've worked out the bugs.

An interesting update. I wanted to make sure everything is ultra clean again so I performed another format. I made only local accounts. The standard account (2nd person using the PC) can play RoR normally. The administrator local one, can't! Any ideas on how to remedy that?
