Do these changes mean that if you dot a WH before he pops Shroud of Magnus the DoTs will still deal damage?

I don't know, but right now, SH M1 100% dodge and disrupt doesn't work against AM dots.
Maybe it's the same for WH.

I would suspect dot ticks have been given the Undefendable flag, you have a chance to disrupt only the initial application.

DoT ticks no longer run a defense handler, so the above is correct.
