The rig is an evolving thing, box is the same one that I used for original war but 99% of it is upgraded.
CPU water cooled overclocked I7 , overclocked ram and disk is ssd.
Rest is reasonable cheap stuff but not the worst. This game is cpu heavy so cpu clocking seemed to help.

Could be how it measures cpu usage.
A while since I was in detail with this but typically cpu usage is average over cores and the game is not very good at spreading the load so cpu clock cycles help a lot and number of cores not. Worth checking core usage to see distribution.
If all running low then your bottleneck may be ram , disk or quite often network,
I have fiber , overclocked ram and ssd as they previously were bottlenecks .
