So not only do we have to fight way higher renown levels in pvp zones, we can't go into forts and when a fort is on we get screwed out of any zone captures while the level 40's play for an hour or so getting even stronger. Makes perfect sense.

OP is right, there is absolutely nothing players can do about being lower level than their opponents. the game lacks any sort of natural, player controlled progression from lower to higher levels

RvR is fine. Give me 20 level 16 choppas over a premade six man any day of the week. T4 SCs are a pain though.

I would agree it would be nice for those lower than 40/40 to get an extra xp/rp reward when a whole t4 lane locks.
It’s not really necessary though, and you still get a chance to roll for bags when the zone locks.
Imagine being elligible for Fort and still not going in because of queue. Should those people get something as well?
A catch-up mechanic for actual new players should be implemented at some point (when 2/3 of the server has invader+) but it’s not a major issue yet.

you guys just aren't getting it at all
what we need is a system whereby sub lvl40 players can somehow become as strong as lvl40's themselves. hear me out; what if - and this is just an example, what if, when completing tasks that you want to encourage players to do anyway, say completing quests, fighting in rvr and scs, participating in PQs, ect. these players could earn what i will call "power points" (there's probably a better name for this.)
now, under this system, when a player has earned enough of these points, they become stronger, but not as strong as a lvl40 right away. these "strength brackets" (again, placeholder name) would be spaced out so that the player can work towards becoming as strong as a lvl40 character in a sort of linear progression. upon reaching a new strength bracket, all power points would be reset, and the number required to reach the new strength bracket would be higher than was needed for the previous bracket. this system would grant a natural and intuitive way for a player to climb through the strength brackets until they reach the pinnacle - becoming as strong as a lvl40 themselves
i know this is asking a lot of an already stretched dev team, but i really think this would go a long way towards easing the transition for newer players

Tazdingo, there aren’t enough new players and dev resources to implement such a complex solution. You said it yourself, this is asking a lot.
The solution needs to be easy to implement, like increased XP gains over the board or just in RvR.
And again, unless we see some actual metrics on number of new accounts per month, i doubt there are that many new players. Mostly new alts.
