to sum up, we have to do :
-the stingy jack quest
-the appel quest
-the pumkin pie quest
-click on the 4 gravestones
-scream on each allie carrier and howl on each enemie carrier

And that's all? The event is finish and we can get the three reward ?

Also kill 200 players, gather 200 pumpkins, gather pumpkins from specific location.
Everything is in your Tome of Knowledge, event tab (this big gold one).

how do you get to the order side of Ekrund (as destro) for pumpkin completion? i cant find a way over there other than a tunnel guarded by the insta kill guards.

You can climb the hill at 43k/38k. need to find the right spot though

I finished all quests but one and there is no npc to collect rewards on Destro side. I've spent hours looking all over the IC and there just isn't an npc to get rewards (i have enough influence for the first two rewards). I wish I had known this before spending hours doing all the tasks. Am I missing something? Do I need to complete all the tasks before the npc appears? Thanks

There is none. Pumpik locations are the same for both factions. Apple-Bobbing, too. (The locations are in the event tab) And the Stingy Jack question is basically the same. talk to him - fly to crypt in start area and talk to Samdi - fly back and forth several times. After the drinking part talk to Jack near the monolith again. To start the quest line simply talk to Jack, he moves from tavern to tavern, just look around/check the taverns.
