Is the [Tether] addon not working correctly?

Hey guys just a quick question. I picked up the Tether addon to show a line between me and my guarded target but the addon doesn't show the line unless I use '/tether force' on a target. I figured that the addon would detect a guard being applied to a player and then create the line automatically but it does not.

Is there something I have configured wrong or is this how the addon is working at the moment?

Is that site legit? Seems sketchy, when I try to download I get a virus warning from Chrome.

Fixxer is a player on the server. I downloaded addons from there multiple times and had no problems whatsoever.
