Magus Tier 1 PVP Armor +1 to Changing Mastery Tree

Is it intended that this +1 just be used for damage to the skills in the tree?

In attempting to use the +1 Changing to get additional skills/tactics, the Tactic shows up as Red (the icon is red), which is typically "unable to be equipped" (though I can put it on my bars), and the Skills are not able to be used though they are added to the bar as I spec into it.

Specific examples:

I am currently level 26 and can put 9 points into Changing Mastery, have +1 from the armor set, and use the remaining point to do... whatever. For Wild Changing Tactic, I can put it on my bars, though it is red... unsure if that means I am getting the +15% crit, as it does not show up in any stats; as I go into a Scenario and am bolstered, the red color goes away, though I'm still not positive I get the bonus as it isn't showing up anywhere to account. Note that in this scenario, Wild Changing should not be able to be acquired until level 27, normally.

If I respec and put that last point into any other skill, we'll call out Firestorm as I should be able to have and use it normally by this level, I also cannot use the skill until I am bolstered. The skill itself is applied to the bar when I spec into it, the icon is not red or greyed out, and when I attempt to use said skill I get an error message referring to not having enough resource, despite being at full.

The latter makes me think this *is* a bug, though the first example might be acting as intended.

I apologize that this might be a bug and should be posted on GitHub, but wanted to confirm the case before reporting as such.

Following up, just hit 27 and the tactic is no longer red. ---Havn'et specced my last point to check if it doesn anything funky, since I should have another point after leveling.---

Edit: No issues once respeccing. Might just be tied to using that +1 point and having access to a skill that messes everything up. Does appear to be a bug related to that, since skills BELOW that max skill also cannot be used.
