Changing name doesnt work

Im RR72+ lvl 40, ive been having my acocunt for over a year or two, ive never changed my name in the past or used this supposed token. Ive tried every command for changing name looking through the forum for advice on how to get it to work... nothing does? Im thinking that my current character is less than 1 month old and that may prevent it from working..? Any ideas?
