"Winds of Chaos" and "Writ of the Realm" Quests

So I got these quests from Twitch Drops, and I don't know how to procede.

First Quest tells me to go to the Winds of Chaos. The only portal to WoC that I know is in the IC. I'm Order Side, so how would I get there?

Second Quest tells me to win the Caledor Woods Scenario, but I can't find it in the Scenario Queue.

Second quest applies to all Scenarios, not just Caledor Woods.

For first quest fly to CW and use the item in your quest inventory - basically what is written on quest text

where do I find this quest?
I got it too and claimed, but I cant find the quest or any gold I got from twitch anywhere in my inventory
