Only explanation that I have Is that this section is(maybe?) where the the bugged ramp on that keep walls was fixed.

It can be clearly seen that the walls are made of separate modules. This particular segment of the wall is simply rotated 180 degrees. Most likely this is a human error. As far as I know, after the game level is created, it needs a preprocess for the game, which, due to the complexity, can take a lot of time. And if all the game levels are still folded into one packed format, then no one wanted to bother at all, because this does not affect anything, unlike elven stairs.
