Locked to Destruction

Just out of curiosity what causes you to be locked for a certain amount of time to one faction or the other? I enjoy playing both sides but I am not sure what make it so I cant switch for 20-60 mins. It kinda looks like its the open RvR areas but I am not really sure tbh.

If you played Order the last time you logged in and then swapped to Destro, you'll have lockout.
If you log in again and play Destro, you won't have lockout, because you already played Destro (and if you log to Order, will have lockout).
