Is it right, fair and balanced that a destruction city warband with 4 black orcs can give the entire warband 75% damage reduction every for 10 seconds every 40 seconds and an equivalent Order warband cannot?

It is fine because the game is not mirrored and order has different tool to win, especially early game.
For example aoe interrupt on a tank, ap pump on tanks, outgoing healdebuff on tanks(hello ST group), unbreakable root on m3 on tank, aoe armor debuff on mdps that has a morale drain, aoe morale drain on range dps, a melee dps that can ignore enemy avoidance while doing very high damage, 15% damage buff on a single target on a rdps at demand, high mobile class that ignores 50%+ armor(bai healers), stackable heal buffs through kotbs, wp and rp, stackable and fairly fast accessible armor debuffs on different classes. And a lot more situational tools that can be used in cities especially in the last stage.

It works offcourse only give the fact that tanks with shield aren't perceived as guard bots thats role is to shadow the dps, dps aren't there to press 1 button when warband leader calls for it and healers need do more than press a detaunt and cast aoe group heals.

Just throwing some information here the some of the order tools that you mentioned also exist on Destro side, AP pump on tanks: BG Elite Training, outgoing healdebuff on IB: BG Soul Killer, SW morale drain is 40ft-100point morale per hit with 5 sec cooldown: Mara have 40ft one 225 point morale with 10 sec cooldown, and alot of other stuff you mentioned are not just order only things, this comment is extremely biased lol

Solar flare drains all the morale (9 targets) => targets go from full morale 4 to cero morale....
but order hava access to other morale drain abilities that drain less but are more "spammable"

What about BW M4?? aoe morale drain (24 target cap) on a selfpump class (also 1600 dmg aoe) => probably not much BWs spec for it (maybe in organized wbs)

kinda not spammable tho, as far as I am aware spammable morale drains are equal for sides.

BW's definitely don't live long enough in city to use m4 let alone spec for Burning Head.

KOBS m3 is not unbreakable and they cant self pump to use it on morale bombs like BO. It's amazing how much of your list is abilities destro has as well.

You can bring a WH specced to morale drain everything in a radius but they’re laughed out of warbands so...

Could always bring a witch hunter to drain everything in a 50 foot radius....

Don't forget about aoe armour debuff

That is irrelevant in terms of balance, because witch elves have a similar ability. If you have a witch elf and witch hunter on each side with morale drain, then the destro tanks still reach m4 a lot faster than order tanks.

I hate getting involved in forum posts like this. However I do agree with OP, the morale gain on destro tanks are superior. Far superior.

I am not saying remove the tactics/abilities or w/e.

But perhaps an order variant is needed.
