it's additive, if you have 30% arm pen, with bb you will have 80% arm. pen

For what I know, armor penetration is capped at 75%.
'still it is a must have tactic... Just that WH do not have to put too much WS with it.

I disagree. 14 WS give 1% arpen. So this tactic gives you 700 WS (without parry component). This is always a big deal.

Last time i checked BB was "increase your armor pen. by 50%", so the tactic can give you 700 WS only if you own WS is aronnd 1400 already, which is doubtful, am I wrong? Something had changed? or my english is so poor and it just gives you flat 50% arm. pen?

Dalen stated that BB gives flat 50% armor pen, so if you spec for it you can stop amassing WS as far as offensive capabilities go, and focus on something else. Which is big in my view

Should I be using Razor Strike or Fervor while leveling to build accusations? Right now I'm using both , alternating between strikes. Is Fervor worth using?

Fervor is crap. Use RS. But if you upgrade Seekers Blade then you will love it - 5 sec cooldown and 50% armor ignore is damn big.
