guys, i don't know where in the forum the bugs are reported, i hope the moderators will redirect the post.
the sigmar's wrath skill since today's patch doesn't reduce the cd of the path skills.

They are reported on bugtracker,
There is a link in the menu but if that is hard to find here it is
