War Tokens question

Could anyone bring me up to speed for the War Tokens(not the crests), I know they can be earned from PQ's but I'm wondering what an efficient way to farm them would be as a lvl 40 or from a fresh start lvling up, I noticed most of the time PQ's are empty atleast in tier 1-3 areas, NA times, so I'm not sure if anyone even bothers atm, or if solo farming easy PQ's is worth it?
